Are cash withdrawals and balance transfers eligible for cashback?

No, cash withdrawals, balance transfers, easy payment plans, installment payments for school fees, cash advances, fees and charges, credit card payments, merchant refunds and any other transactions as determined by Emirates Islamic from time to time are not eligible for cashback.
